The Hanoi People’s Committee has instructed relevant agencies to expedite planning for the Van Cao - Hoa Lac metro line, a 39km project that will become the city’s fifth metro route.

The municipal administration on Thursday issued a decision assigning the Hanoi Metropolitan Railway Management Board to carry out investment preparations for the construction of the line, spanning Van Cao – Ngoc Khanh – Lang – Hoa Lac.

The Department of Planning and Architecture was tasked with working alongside the Hanoi Urban Planning Institute, MRB, and the Department of Construction to finalize a 1/500-scale plan covering the metro route, transit-oriented development zones, station locations, and other infrastructure.

The municipal People’s Committee emphasized that the plan should integrate previous research and take into account feedback from the Ministry of Planning and Investment during implementation.

According to the decision, the project should be ready for submission and approval in 2025, aligning with Hanoi’s mid-term public investment plan for 2021-25.

At the fifth meeting of the Coordinating Council for the Red River Delta Region in January, Prime Minister Pham Minh Chinh urged Hanoi to begin work on the Van Cao - Hoa Lac metro line in 2025.

The metro line is designed with a dual-track system measuring 1.435 meters in width.

It will feature 6.5km of underground tracks, 2km of elevated tracks, and 30km at ground level, with a total of 21 stations -- six underground, one elevated, and 14 at ground level.

The line will run through Ba Dinh, Dong Da, Cau Giay, Nam Tu Liem, Hoai Duc, Quoc Oai, and Thach That Districts.

Additionally, the project includes two depots for train maintenance and storage: an 18ha depot in Hoai Duc District and a 7ha depot in Thach That District.

The metro line is expected to cost over VND65.4 trillion , with funding sourced from Hanoi’s budget.

The project is part of the city’s broader goal to develop 15 metro lines spanning 617km by 2065.

Hanoi currently operates two metro routes, Cat Linh - Ha Dong and Nhon - Hanoi Station.
